Abstract This paper calculates the index of institutional change in emerging industries by using the principal component analysis method, constructs a C-D model including human capital and institutional change, and then uses the panel data to test the influence of institutional change on emerging industry. Results show that capital investment is still the main driving force in the development of emerging industries in China. Although the institutional change has a great contribution to the development of emerging industries, there is still a big room for institutional innovation. Therefore, we must adhere to the further institutional innovation, provide a good institutional environment and institutional arrangement for the development of emerging industries and enable their developmental mode to become intensive and qual
