Abstract With the rapid economic development in the coastal areas of China, the unbalanced development has been increasingly obvious. It is an important issue for Zhejiang, Fujian and Guangdong, Liaoning provinces to promote the economic development of underdeveloped mountainous areas. Considering the environmental features in these underdeveloped mountainous areas, the sustainable development theory is more valuable than the other underdeveloped development theories, such as comparative advantage law and gradient theory. Therefore, industrialization in these underdeveloped mountainous areas should follow the guidance of “development follows protection” and engage in the proper development of small-sized ecological industrial park.
