Abstract Under the globalization, how to develop regional economy steadily has been the focus of attention for governments and researchers. This paper applies the resource dependency theory proposed by Pfeffer and Salancik (1978) to indicate the different levels of resource dependency and power control between manufacture and service industries during different industrial development phrases. It also points out that due to the current situation and development stage in China, a healthy relationship of resource inter-dependence and balanced power control between the manufacture and service industries is one major drive force to the regional economic development. The paper maintains that we should apply the bi-engine strategy , which is postulated Hansen (1994), to regional economic development. Five main influencing factors are identified and suggestions are made accordingly.
