Abstract The globalization and localization of industry bring about Global Value Chain（GVC）which is based on the value fragment all over the world.However, the distribution of industry benefit is not equilibrium,especially for the developing countries.In these countries,localization industry has been trapped in the"poor growth". Therefore, it is extremely urgent for the upgrading of localization industry. After analysing the GVC power pattern and governs pattern, we give out a general upgrading way of textile industry from “the big cluster” and “the small cluster” angles. Meanwhile ,we take textile industry in Zhejiang province for example in order to verify our theoretical framework.
