| On the Basic Role of Consumption in “a Dual Circulation Development Pattern” |

Abstract Starting from the basic consumption characteristics and development trend of the Chinese residents, considering the characteristics of economic development in the new era and the background of the new develepment paradigm of dual circulation, this paper analyzes the features of the consumption stratification and consumption structure in China, comprehensively investigates the behavioral basis of micro consumption decision-making, and explores the influencing factors of the residents' consumption. The research shows that for the realization of the basic role of consumption, we need to clarify the basic characteristics and development trend of consumption in China, comprehensively promote the supply-side reform and demand-side management, smooth the “production-circulation-consumption” economic cycle, promote the structural matching of supply and demand, smooth the trading network system and promote the establishment of a strong domestic market. The study further points out that it is necessary to coordinate a package of policy system to promote the sustainable growth of consumption, comprehensively weigh the long-term and short-term influencing factors of macro-economy, and play the basic role of consumption. The essence is to meet people's needs for a better life and promote the improvement of people's living standard and quality of life.
